The Mayor called the Regular Council Meeting to order at 1:00 p.m.

    THAT Council adopt the Agenda for the Regular Council Meeting held on February 3, 2026 as presented.

    THAT Council Recess to a Committee of the Whole meeting.

The Mayor called the Committee of the Whole meeting to order at 1:01 p.m.

  • THAT Council adopt the agenda for the Committee of the Whole Meeting held on February 3, 2026 as presented.

Grade 7 Students, KVR Elementary School, provided Council with a presentation on the work they have been doing for Real Acts of Caring and requested that Council proclaim February 8-14, 2026 as “Real Acts of Caring Week”.

Mayor Bloomfield read the proclamation proclaiming February 8-14, 2026 as “Real Acts of Caring Week” in the City of Penticton.

Mattison Sinnett and Stan Marek provided Council with a presentation introducing Skaha Aquatic Club and their hopes for a temporary lease on a city-owned lakefront location for the club.

Council Reconvened the Regular Council Meeting at 1:19 p.m.

    THAT Council give first, second and third reading to “2025-2029 Amended Five Year Financial Plan Bylaw No. 2026-11”.

    THAT Council participate in a regional grant application with the Regional District of Okanagan-Similkameen (RDOS), Town of Osoyoos, Town of Princeton, Town of Oliver, District of Summerland and the Village of Keremeos to the Union of BC Municipalities (UBCM) Community Emergency Preparedness Fund (CEPF) for Emergency Support Services (ESS) Equipment and Training in the total amount of $300,000.00;

    AND THAT Council support the RDOS to apply for, receive, and manage grant funding on behalf of the City of Penticton ESS team.

    THAT Council receive into the record the report dated February 3, 2026 titled Intergovernmental Advocacy Framework;

    AND THAT Council endorse the following advocacy principles:

    • Alignment with Council priorities
    • Relationship focused and partner centered
    • Shared priorities and strategic alignment with other government partners
    • Evidence informed and data driven
    • Iterative and responsive to emerging opportunities

    THAT Council receive this report dated February 3, 2026 titled ‘2026 SILGA – call for resolutions’ for information;

    AND THAT staff bring back proposed SILGA motions at the February 17, 2026 Council meeting.

    THAT Council give first, second, and third reading to “Fees and Charges Amendment Bylaw No. 2026-10”, a bylaw to amend Appendix 18 – Parking;

    AND THAT Council direct staff to develop a Resident Parking Only Policy, inclusive of, but not limited to:

    • Updated criteria and parameters for RPO Street Block designation;
    • A defined application and evaluation process;
    • A revised fee schedule;
    • Updated eligibility criteria for RPO placards;
    • Enforcement standards and procedures.

    THAT Council instruct staff to commence a review and update to the Development Cost Charges Bylaw in accordance with the latest edition of the BC Development Cost Charge Best Practices Guide.

    THAT, subject to securing 60% external funding, Council amend the 2026-2030 Financial Plan for the Electrical Microgrid project (SREPS-USS-390) to include a total multi-year cost of $9.3 million, with a maximum of 40% funding from the Electric Capital Reserve ($3.7 million) and the remaining from grant revenues or external sources ($5.6 million);

    AND THAT Council authorizes the GM of Infrastructure and the GM of Corporate Services to execute the contribution agreements for the grants, should the City be successful.

    THAT Council receive into the record the report dated February 3, 2026 titled “Ongoing Affordable Housing Pre-Development Funding Program”;

    AND THAT Council approve the updated program guidelines and application (Attachment ‘A’) to facilitate the continuation of the City’s Affordable Housing Pre-Development Funding Program on an ongoing basis after February 28, 2026;

    AND THAT Council endorse funding this program from the Online Accommodation Platform (OAP) Reserve

    THAT Council give first reading to “Tenant Protection Bylaw No. 2026-12”, a bylaw with requirements in relation to protection of tenants due to redevelopment;

    AND THAT Council, prior to considering first reading of “Official Community Plan Amendment Bylaw No. 2026-13” and in accordance with section 475 of the Local Government Act, consider that early and ongoing consultation with the Regional District of Okanagan-Similkameen, and provincial and federal governments is not required given the technical nature of this Official Community Plan amendment;

    AND THAT Council give first reading to “Official Community Plan Amendment Bylaw No. 2026-13”, a bylaw to amend Chapter 5 of the Official Community Plan to add a Tenant Protection Development Permit Area which applies to the entire City of Penticton;

    AND THAT Council send correspondence to School District 67 (in accordance with section 476 of the Local Government Act) and snPink’tn (Penticton) Indian Band advising of the proposed Official Community Plan amendment after first reading;

    AND THAT Council forward “Official Community Plan Amendment Bylaw No. 2026-13” to the March 3, 2026 Public Hearing;

    AND THAT Council give first reading to “Development Procedures and Delegation Amendment Bylaw No. 2026-14”, a bylaw to amend section 8.1 to add the Tenant Protection Development Permit Area as a staff-delegated development permit;

    AND THAT Council direct staff to make the proposed materials available to the public from the date after first reading until the March 3, 2026 Public Hearing.

    THAT Council adjourn the February 3, 2026 Regular Council Meeting to a Closed Council Meeting pursuant to provisions of the Community Charter as follows: Section 90 (1)

    (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

    (g) litigation or potential litigation affecting the municipality;

    (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and Section 90 (2)

    (b) (i) between the municipality and a provincial government or the federal government, or both, or between a provincial government or the federal government, or both, and a third party.
