The Mayor called the Special Council Meeting to order at 9:01 a.m.

    THAT Council adopt the Special Council Meeting agenda held on November 19, 2025 as amended as Operating Infrastructure was included on November 18 (Day 1 - Budget Deliberations) agenda.

This item was moved to the November 18, 2025 (Day 1 - Budget Deliberations) agenda.

Angela Campbell, General Manager of Corporate Services, provided Council with an overview of the 2026 capital budget.

Kristen Dixon, General Manager of Infrastructure, and Angela Campbell, General Manager of Corporate Services, provided Council with an overview of the Infrastructure Division 2026 capital budget.

    THAT Council approve in principle the Infrastructure Division 2026-2030 Capital Plan, subject to final review.

Angela Campbell, General Manager of Corporate Services, provided Council with an overview of the Penticton Fire Department and Public Safety & Partnerships 2026 capital budget.

    THAT Council approve in principle the Penticton Fire Department 2026-2030 Capital Plan, subject to final review.

    The Mayor recessed the meeting at 9:51 a.m. and reconvened at 10:01 a.m.


Kelsey Johnson, General Manager of Community Services, and Angela Campbell, General Manager of Corporate Services, provided Council with an overview of the Community Services 2026 capital budget.

    THAT Council approve in principle the Community Services 2026-2030 Capital Plan proposed projects and budgets, subject to final review.

    The Mayor recessed the meeting at 10:45 a.m. and reconvened at 11:03 a.m.


Angela Campbell, General Manager of Corporate Services, provided Council with a recap of the decisions made thus far and the overall 2026 budget.

    THAT Council direct staff to reduce the Public Safety and Partnerships budget by $35,000 related to the 100 More Homes MOU and amend the draft 2026-2030 Financial Plan accordingly.

    THAT Council approve the 2026-2030 Financial Plan as presented, discussed and amended during the budget deliberations, that includes a tax increase of 5.93%;

    AND THAT Council direct Staff to return to Council with a proposed 2026-2030 Financial Plan Bylaw for reading and adoption.
